§ 71.074. MOVING A STOPPED, STANDING OR PARKED VEHICLE.

  • The driver of any vehicle which is stopped, standing or parked shall, when leaving the position, yield the right-of-way to all vehicles and pedestrians affected by the movement and in no event until the movement can be made with reasonable safety.
