(A) General. (1) It shall be unlawful for any person to operate a vehicle on any street at a rate of speed greater than is reasonable or prudent under the conditions then existing. It shall be unlawful for any person to operate a vehicle on the streets at any time or under any conditions at a rate of speed greater than 30 miles per hour on arterial streets and 25 miles per hour on all other streets and upon viaducts and the approaches thereto, unless otherwise posted. (2) Except as hereinafter provided, it shall be unlawful for any person to operate or cause to be operated any motor vehicle or other type of conveyance on any State or Federal highway within the corporate limits of the City at a speed in excess of 35 miles per hour or in excess of any other maximum speed fixed by the City Council for the highways within the City, unless otherwise posted, (3) The maximum speed limit through any maintenance, repair or construction zone shall be 25 miles per hour. (B) Specific. It shall be unlawful for any person or persons to operate, or cause to be operated, any motor vehicle or other type of conveyance on 23rd Street and 33rd Avenue, also known as U.S. Highway 30, and on Howard Boulevard, also known as U.S. Highway 81, and a portion of 3rd Avenue, at a rate of speed in excess of the maximum speeds hereinafter designated for the following zones.
